Pakistan First • People First • Constitution First PREAMBLE Pakistan Lovers Party (PLP) believes that Pakistan's future depends on constitutional democracy, rule of law, strong institutions, good governance, economic stability and equal opportunities for every citizen. PLP is committed to building a prosperous, peaceful, democratic, just and self-reliant Pakistan where public office is a responsibility, state resources are protected, institutions work within their constitutional mandates, and citizens have a meaningful role in national development. Our politics will be based on service, integrity, accountability, merit and problem-solving.

1. OUR CORE VALUES PLP will be guided by: Constitutional Supremacy Rule of Law Democracy Justice and Equality Transparency and Accountability Merit and Competence Human Dignity National Unity Public Service Economic Self-Reliance PLP will conduct its political and organizational affairs in accordance with its Constitution and applicable laws of Pakistan.
2. CONSTITUTIONAL DEMOCRACY PLP believes that the Constitution of Pakistan is the foundation of the state. We will promote: Parliamentary democracy Free, fair and transparent elections Fundamental rights Independent and effective institutions Peaceful democratic transition of power Constitutional limits on state authority No individual or institution should be above the Constitution and law.
3. GOOD GOVERNANCE Pakistan needs governance based on performance rather than political slogans. PLP will promote: Digital government Merit-based administration Transparent public procurement Performance-based institutions Citizen feedback systems Reduction of unnecessary bureaucracy Evidence-based policymaking Public access to government information subject to law Our Governance Model: Plan → Implement → Monitor → Evaluate → Improve
4. CORRUPTION-FREE PAKISTAN Corruption weakens the economy, institutions and public trust. PLP will support: Transparent procurement Digital financial systems Strong internal audit Conflict-of-interest safeguards Transparent public contracting Protection of lawful whistleblowers Effective investigation and prosecution Accountability based on evidence and due process Our Principle: Accountability must be fair, independent and free from political victimisation.
5. JUSTICE FOR ALL PLP will work for a justice system that is: Accessible • Affordable • Timely • Independent • Fair Priority reforms will include: Digital courts and e-filing Modern case management Alternative Dispute Resolution Better investigation and prosecution Legal assistance for deserving citizens Reduction of unnecessary delays Strengthening of commercial and family justice mechanisms Justice should not depend on wealth, influence or political connections.
6. POLICE AND PUBLIC SAFETY PLP supports a professional, citizen-focused and accountable police system. We will promote: Merit-based appointments Professional investigation Modern forensic facilities Better police training Citizen complaint mechanisms Protection of women and vulnerable citizens Appropriate use of technology Separation of policing from political interests
7. EMPOWERED LOCAL GOVERNMENT PLP believes that democracy must reach the grassroots. Local governments should have clearly defined: Political Authority + Administrative Responsibility + Financial Resources PLP will support effective local government from: Union Council → Tehsil → District Local institutions should be empowered to manage local development, municipal services and community needs, with transparency and accountability. Principle: Local problems should be solved through empowered local institutions.
8. ECONOMIC REVIVAL Pakistan must move from a debt-dependent and consumption-driven economy toward a production, investment and export-oriented economy. PLP will prioritize: Industry Agriculture IT and technology SMEs Exports Tourism Minerals Livestock Fisheries Innovation and entrepreneurship Economic Model: Production → Investment → Exports → Employment → Revenue
9. TAX REFORM PLP supports a fair, simple and broad-based taxation system. We will promote: Expansion of the documented tax base Digital tax administration Simplified taxation for SMEs Reduction of unnecessary exemptions Strong action against deliberate tax evasion Protection of compliant taxpayers Improved tax collection efficiency Principle: Fair taxation, wider participation and responsible public spending.
10. JOBS AND YOUTH EMPOWERMENT Pakistan's youth are the country's greatest human resource. PLP will launch a comprehensive Youth Skills and Employment Policy focusing on: Technical and vocational education IT and software development Artificial Intelligence Cybersecurity Digital marketing E-commerce Freelancing Skilled trades Entrepreneurship Every district should have access to practical skills, career guidance and employment-support programmes.
11. YOUTH ENTREPRENEURSHIP PLP will encourage young Pakistanis to become: Entrepreneurs • Employers • Innovators • Exporters We will promote: Startup development Business training Mentorship Access to lawful financing Digital businesses Small enterprises Technology-based businesses Rural entrepreneurship
12. QUALITY EDUCATION Education is the foundation of national progress. PLP will work toward: Quality Education for Every Child Our priorities include: Universal access to basic education Teacher training Modern curriculum Digital learning Science and technology Technical education Career counselling Girls' education Special education Research and innovation We will support implementation of the constitutional commitment to free and compulsory education within the applicable legal framework.
13. HIGHER EDUCATION, SCIENCE AND TECHNOLOGY Pakistan needs knowledge, innovation and research to compete globally. PLP will promote: Research and development Artificial Intelligence Biotechnology Engineering Medical research Agricultural research Technology startups University-industry collaboration Universities should become centres of innovation and national problem-solving.
14. HEALTHCARE FOR ALL PLP will strengthen the public healthcare system with priority to Primary Healthcare. Key areas include: Basic Health Units District hospitals Maternal and child healthcare Emergency services Essential medicines Diagnostic facilities Telemedicine Preventive healthcare Goal: Accessible and affordable healthcare for every citizen.
15. AGRICULTURE AND FOOD SECURITY PLP will support farmers through modern agricultural policies. Priority areas: Modern irrigation Water-efficient farming Quality seeds Agricultural research Modern technology Storage and cold chains Farm-to-market infrastructure Livestock development Crop protection Agricultural exports The farmer will be treated as a key partner in economic development.
16. ENERGY SECURITY Reliable and affordable energy is essential for economic growth. PLP will promote: Hydropower Solar energy Wind energy Renewable energy Improved transmission systems Reduction of technical losses Action against electricity theft through law Energy efficiency Sustainable energy-sector reforms
17. INDUSTRY, INVESTMENT AND BUSINESS Pakistan needs a predictable and business-friendly environment. We will promote: Education Employment Entrepreneurship Political participation Leadership development Workplace safety Economic opportunities PLP will comply with applicable constitutional and electoral requirements relating to women's political participation and seek meaningful representation beyond minimum legal requirements.
20. EQUAL CITIZENSHIP AND MINORITY RIGHTS PLP recognizes all citizens as equal members of Pakistan under the Constitution. We support: Equal citizenship Constitutional rights Religious freedom within the constitutional framework Protection of life and property Equal access to public services Political participation Protection against unlawful discrimination Principle: Pakistan is a country of all its citizens.
21. WATER, CLIMATE AND ENVIRONMENT Pakistan faces serious water and environmental challenges. PLP will promote: Water conservation Modern irrigation Rainwater management Groundwater protection Forest development Pollution control Waste management Climate resilience Renewable energy Principle: Protect today's resources for tomorrow's Pakistan.
22. NATIONAL SECURITY PLP considers national security a comprehensive concept. National Security includes: Defence + Economy + Food + Water + Energy + Cybersecurity + Internal Stability PLP supports a strong national defence and peaceful Pakistan while maintaining that all state institutions should operate within their respective constitutional mandates.
23. FOREIGN POLICY PLP's foreign policy will be guided by: National Interest • Sovereignty • Peace • Economic Diplomacy • Regional Stability Pakistan should pursue: Strong bilateral relations Increased trade Economic partnerships Export opportunities Regional peace Protection of national sovereignty Support for overseas Pakistanis Constructive international engagement
24. POLITICAL AND ELECTORAL REFORM PLP believes that a political party must practice internally the democracy it demands nationally. PLP will promote: Transparent membership Regular intra-party elections Democratic decision-making Equal opportunities for members Merit-based candidate selection Internal accountability Financial transparency Internal dispute resolution Participation of women and youth All party activities will remain subject to the PLP Constitution and applicable laws and regulations.
25. INTERNAL PARTY DISCIPLINE AND JUSTICE A strong political party requires discipline with fairness. PLP will maintain appropriate procedures for internal complaints and disciplinary matters, including: Complaint → Review → Notice → Hearing → Inquiry → Decision → Appeal No member should be subjected to arbitrary disciplinary action, subject to the party Constitution and applicable law.
26. TRANSPARENT PARTY FINANCES PLP considers party finances a matter of institutional responsibility. The party will maintain appropriate systems for: Documented contributions Banking channels Receipts Authorized expenditure Internal financial controls Auditing Financial reporting Compliance with applicable law Principle: Party funds are an institutional trust, not the personal property of any office-bearer.
27. NATIONAL UNITY AND SOCIAL HARMONY PLP will promote unity among Pakistan's provinces, regions, communities and citizens. 28. 100-DAY PRIORITY PROGRAMME If entrusted with government, PLP will prioritize an initial reform programme, subject to constitutional, legal and financial requirements. 29. FIVE-YEAR NATIONAL DEVELOPMENT PLAN PLP will establish measurable targets for: Education Improved access, quality and learning outcomes. Healthcare Expanded primary healthcare and improved district services. Employment More skills, entrepreneurship and private-sector jobs. Economy Higher production, investment and exports. Energy Improved reliability and reduced inefficiency. Governance Greater transparency and digital public services. Justice Faster and more accessible justice. 30. GOVERNMENT PERFORMANCE AND ACCOUNTABILITY PLP believes that every government must be measurable. A Government Performance Review should assess: What was promised? What was implemented? What resources were used? What results were achieved? Which targets were missed? Why were they missed? What corrective action is required? Our Principle: Public office is a public trust, and performance must be accountable to the people.
